The overall objective of the PEDP II evaluation is to assess the quantitative and qualitative impact of PEDP II on Primary Education provision for each of the seven strategic components, identify key lessons learned and provide key recommendations which will assist in the preparation of PEDP III.

The specific objectives for the evaluation of PEDP II are to assess the quantitative and qualitative impact of PEDP II on its strengths, weakness/challenges, efficiency, effectiveness and impact of its seven strategic components those are; Enrolment Expansion, Quality Improvements, Capacity Building, Strengthening Institutional Arrangements and Roles of Different Stakeholders, Undertaking educational research, Monitoring and Evaluation, Cross Cutting Issues, To draw lessons learned and key recommendations .
