Description of the tasks undertaken: 

To determine the Baseline Values for all impact and outcome level indicators at overall MCT Strategy, to collect data that, when compared to that of the final evaluation, will be able to determine the level of change on impact and outcome indicators between baseline and final evaluation, to help establish annual and end-line targets for those indictors, as applicable throughout strategy timeframe.
