Description of the tasks undertaken: 

The Ministry of Justice and Constitutional Affairs is in the process to strengthen its Monitoring and Evaluation system. The Ministry has recently developed the Monitoring and evaluation Framework which came up with a list of indicators and data collection tools whereas a variety of information will be collected. However the

currently developed Monitoring and Evaluation Framework for Ministry of Justice and Constitutional Affairs (MoJCA) cannot effectively work as there is no baseline information for measuring justice sector performance in Zanzibar. The purpose of this study is therefore to conduct baseline survey to establish a base from which the performance of the sector can be retrospectively made.
